[cisco-voip] PRI issue

My understanding is this...
when a line is in OFFHOOK status, the user is actually
connected with their phones off the hook. When the
line is in SEIZED mode, the line has current running
through it and from the PSTN's POV, the line is in
use.
I ran into this SEIZED mode and it is still causing us
a lot of grief because the LEC's Mitel telephone
switch doesn't play nicely with Cisco's four-port
FXS/DID card. The lines get stuck in SEIZED mode and
then the situation is FUBAR'd.
