So, if someones system is only in one timezone and no devices, etc in other timezones where date/time groups are used and they are short on time, etc they should be good with just the OS DST updates until they can do the application updates?

Keep in mind what DST affects: 

1)  Time on the server   (OS)
2)  Time on the phones   (Firmware)
3)  Time in the Date/Time Group zone selection  (CCM)

So you have to patch all three to get all aspects of the system.

This patch is a standalone patch for the OS.   It was posted just a  
few days ago (yesterday?).  The standalone CM patch has been out for  
a while now and is only required if you are running ES89.1 or earlier  
(4.1.3).

This OS patch is if you don't have time to stage/verify the big OS  
patches but still want to the get the DST fix for the OS.

There is no one single patch that gets you OS+CM+phone loads.  The  
best you can get is the OS patch + a CM OS that includes the DST fix  
and the new phone loads.
