Chris you are correct! The patch in reality is just a workaround. SO if
you apply something that modified the DST data in SQL then you will need
to reapply. ALL current ES & upcoming SR's will have the CCM DST
adjustments so no need  as long as you have the latest going forward
from this week.
 
I just saw one issue where the DST patch was applied & it did NOT update
SQL. So far this is an isolated case. But to check for this you would
need to run a SQL query to pull all the data out of the TypeTimeZone
table. All us time zones would need to have dstdate = "0/3/0/2,2:0:0:0".
Pre update it was "0/4/0/1,2:0:0:0".

I would think you should re-apply the DST patch after any other update.

We are also seeing same problem with phones across multiple customers
who did the DST updates. Have one with all 7970s on 8.2(1) (devpack39)
and not working and they did DST patch. 
Have others with older model phones (7940/7960/etc) and not getting
right time. 

Question, if they did CCM updates to 4.1(3)sr4d then did Devpack36
initially, then CCM DST patch, then they applied newer DevPack 39 does
this break DST?

	We're in the same boat.  Running 4.1(3)sr2, with OS
	win-OS-Upgrade-K9.2000-4-3a-sr9, which according to FN 62669
