Is this IP to IP or IP to PSTN?

The only possible echo for IP phones to IP phones (bugs aside) is acoutic
echo (the sound from the earpiece going in the mic).  If using a headset or
speakerphone, try the handset and see if this makes any difference.  You can
also get a sniffer capture from the PC port of the phone and use
Ethereal/Wireshark to extract the audio to see if the echo is being
introduced by the phone or the phone is just playing the RTP it receives.

There are quite a few docs out there for troubleshooting echo from phones to
gateways, search cisco.com.

Yeah, I thought (it's been a long week) but as you know, when I thought I
was upgrading, I actually downgraded the phones and the echoes were there.
Now I corrected the err of my ways and am running 8.2(1) but the echoes are
still there.

You UPGRADED the 7941 to 7.0.3??

Before you go any further upgrade it to 8.2(1) to get the DST fix.   
Then check your echo.
