[cisco-voip] CCM 4.0(2a)sr3c does not play MOH

Hi ,
i have a CCM 4.0(2a)sr3c which does not play MOH (even for devices in 
the same deivice pool), although all services are running.
What is more interesting is that when you place an mp3 in the folder 
"drop music files here",
the server does not process at all the file to convert it. It just does 
NOTHING.
I have tried to restart the server in case some services had problems 
but nothing happened.
Where should i first look for troubleshooting?
