[cisco-voip] 7970s not showing correct time

OK, we upgraded to 4.1(3)sr4d, loaded DevPack 39, OS 2000.4.3aSR9, and ran
the CCM DST update (not the Java update yet)...

The 7940s and 60s are showing the correct time, but not the 7970s...
