[cisco-voip] 7970s not showing correct time

Have a customer with 7961s on 8.2(1) who did DST updates and a hard reset, reset did not update the phone time. A update in CCMadmin and then a reset did the trick.

Well, as additional data (hopefully not noise), we had about 300 phones
that are in the same timezone as CM (and they have a local subscriber).
They didn't need a reset and they had the correct time this morning.
