[cisco-voip] CCM 4.0(2a)sr3c does not play MOH

Ryan hi,
you are great!
I don't know why, but the group users (where CCMService user belongs) 
did not have any rights to access the file!!
I had never had this problem in the past!
As far as the MOH, i will ask the end customer if he is experiencing 
silence or beep.
I don't thing it is a codec issue because the phones are in the same 
site as the CCM and within the same device pool where only g711 codec 
exists.
