The actual MOH played to the phone and the MOH Translator service are
independant of each other and will not be related.
Your file isn't being imported because of permissions most likely.
Make sure CCMService has full permissions on the mp3 file and see if
this fixes that part.
For the MOH do you get tone on hold or silence? Silence means the
MOH source is getting invoked but the RTP isn't getting to the
device. Tone on hold means it's a config issue.
Are you doing g.729 between the MOH server and the endpoint? Make
sure the service parameters for IPVMSA have g.729 enabled or you have
a transcoder available.
