A while back I believe Cisco changed things in their TFTP server so that the config files were available in memory but not on disk. You can change that so that you can copy the files over (it's a TFTP service parameter I believe). However, I believe the correct way is to edit the alternate TFTP parameters so that the correct files are copied over. The publisher will need CIFS access to the alternate TFTP server, however.

Can someone point me to a reference for how to use the firmware .zip
files instead of the .exe file? Loading the files on a non-Cisco tftp
server doesn't seem to work to upgrade an isolated 7970 (current version
unknown) to SCCP70.8-0-4SR3AS.
For some reason it's looking for CTLSEP*.tlv, SEP*.cnf.xml, and
XmlDefault.cnf.xml - which is perplexing because I'm not finding any of
these files after running the .exe firmware on a Cisco tftp server.
