As far as a doc for how to setup agent accounts.. there is a little bit in
the administration guide on setting up agents but nothing on how to set them
up in callmanager that I have seen. It probably varies depending on what
version of IPCC you are running.

Don't know what version of callmanager you are running, starting in i think
3.4 it has multi-level administration:
http://www.cisco.com/en/US/customer/products/sw/voicesw/ps556/products_administration_guide_chapter09186a00803ed6ea.html
You could easily give access to a user account to be able to access just the
directory user pages in ccmadmin and/or phone/line pages if needed. At least
then they could setup the user account on the callmanager side.

As far as changing agent attributes (assuming skill levels?), I dont know of
any way out of box other than from the appadmin page, which doesnt sound
like what you want.

I bet there is a way to do by writing your program to interface with IPCC
and callmanager, but thats way over my head.
