FYI - these are unresolved DST issues we are aware of.  If you are 
running into these please open a TAC case and have it attached to the 
defect:

3. Personal Assistant (PA) DST bug - CSCsi10827
4. CDR Analysis and Reporting (CAR) DST bug - CSCsh81417
5. 3rd gen phones DST bug - CSCsh12444
6. CSCsi10915 CIPC not adjusting properly to 2007 DST policy change
