[cisco-voip] IPCC 4.X Hot Standby

Running 404SR1, OS4.4 with the high availability, havent had any problems
with the HA yet (knock on wood). One thing I didn't expect was that if a
service moves over to the secondary server for some reason, it doesn't
failback automatically to the first server. I think that is working as
intended though.
