[cisco-voip] Monitoring IPCC Express / Enterprise components

IPCC Enterprise would be absolutely ancient - actually, it would
probably still be labeled GeoTel ICR. I think the 4.x train was the
first cisco branded version of the product but I'm not totally sure.
fwiw, 4.x was a new release over 5 years ago.
