I believe this is a global service parameter setting.

That's a good question.  I thought it would be a service parameter but I
don't see one.  

I think the phone will automatically negotiate with the gateway to
choose the alaw or ulaw but I don't know this for sure.  

Maybe you can't change the companding type for IP phone to IP phone
calls.
