Illinois law says that anyone visiting the site should be able to pick up a
phone (without knowing the access code) and get emergency assistance...

To be honest, creating both patterns is  just a good idea... (do you want to
be responsible because you didn't?)

However, I would recommend changing your access code to 7 or 8 to ensure you
don't get a lot of misdialed 911 calls...
