[cisco-voip] Callmanager upgrade 4.1 >>> 5.1

We're doing a mock upgrade this week in the lab, I'll see what it does. I've
been told both things also.

We're loading one of our BARS backups onto a test server and then doing the
upgrade process on it.. so should be very obvious if it gives me licenses
for all the unregistered devices on the cluster or just the few that we
endup plugging up in the lab.
