Interesting.  Cisco was hit hard on this at the UC 6.0 Partner Beta
training, and the IPC BU repeated many times that the phones had to be
registered to be counted in the license file.

This is NOT true.

I just did an upgrade (3.3 to 5.1)... and we built a new server with
CCM3.3, restored the backup (in a lab, no phones present), upgraded to
4.1, ran DMA and upgraded to 5.1 and restored the DMA data. 

The license was for all of the phones configured (zero phones were
registered at the time DMA was run), and the customer had a full upgrade
license for all configured phones.

Who said you had to buy the phones.  You can just put phones in with
bogus MAC addresses and it will generate DLUs for those.  I thought they
had to be registered but turns out that they just have to be present in 
the system.  You can create IP communicators or any other phone to boost
the DLUs.  That is a big problem since anybody can do this.

thanks Ed for your reply, yes you are right I contacted Partner help and

they told me that during the upgrade a file will be generated that when
given to cisco they will give us back the DLUs equivalent to what
configured on the system. I think this is an illegal workaround for the
lic. issue as by that someone could buy phones without lic. and then
setup them with CM 4.1 and then upgrade and he will be having a DLUs for
free. I think Cisco has to do something to solve this.

hi Ahmed,

When you upgrade, callmanager will generate a temporary license for all
the devices you have configured from 4.1. If I understand correctly, you
just have to send that off to cisco's licensing group and have it 
converted to a real 5.2 license with the appropriate number of DLUs. If
its anything like Unity licensing, the turn-around is pretty quick. I'm
assuming you need a SASU agreement for callmanager for them to do it. 

We are getting ready to do the same process here this summer with our
4.1 system.
