[cisco-voip] Which has the higher priority for calls? Dial-peer or translation-rule/profile?

Hi,

I have a pots dial-peer with destination-pattern 9T on my Test-CME. And 
now I want to reject some premium numbers an do so I have made a 
translation rule with "reject /^0180/. With test voice translation-rule 
it works, but with my phone I can still dial a 0180 number.

So I ask you: Has the pots dial-peer a higher priority as the 
translation-rule?
