Dev Packs will do database changes as well as copy new load files.
Dev Packs are how we introduce new phone support, etc as well.
The phone load exe files only restart TFTP when it says it is
restarting services, btw.

Do I need a devpack to run my 7911s? Or can I just download the zip
files? What do the devpacks do?
The readme for 8.2(2) SR2 says the following. But the 7911 is running
fine with SCCP11.7-2-3S (whatever that is)
