Cool - thanks. We have sr4d, so that's why it works without a dev pack.

Fair enough. But do I need it for 4.1(3) sr XX and 7911s?

Dev Packs will do database changes as well as copy new load files.

Dev Packs are how we introduce new phone support, etc as well.

The phone load exe files only restart TFTP when it says it is
  restarting services, btw.

files? What do the devpacks do?

The readme for 8.2(2) SR2 says the following. But the 7911 is running
fine with SCCP11.7-2-3S (whatever that is)
