[cisco-voip] Recurring issue with IPCC Express 4.0(X)

I have been running into an issue (so many times, I have lost track),
that after a new install of IPCC Express, I go to create the JTAPI
provider and it says Update Successful, restart CRS Engine for changes
to take effect... and when I restart the engine, I go back there and
the provider isn't configured.

I generally have to do it five or six times before it finally takes it
and creates the user on CCM.

What am I missing, why do I have to do it over and over again?
