Steve,

We have been a Cisco Partner since 1999 and I have never heard of that. We sell New & Factory Refurb phones and I label them as such. I think if the reseller is not a Partner then I would say that they would be labeled new but grey market. If you buy new grey market good luck getting Cisco to help by the time you relicense the gear you end up spending more than buying from a Partner.
