[cisco-voip] srst bundle vs cme bundle?

from a fundamental level, there is no functional difference between
the code used for SRST or CME. The difference is how it is
configured.
the licensing is the same cost last I checked.
Key Differences:
Ephones are not configured directly on SRST, they will only be created
after you connect to CCM the first time. With that, if you configure
it as SRST...no phones will come up until AT LEAST the first time
there is WAN connectivity to CCM.
telephony-services configuration versus call-manager-fallback. CME
systems put all the parameters in the telephon-services config and
there is more detail there (phone loads, etc).
The included phone load software.
there are more, but i think these are the key diff.
you can download, from Cisco, the .tar files containing the phone load
files. once you dump those into the config and create the appropriate
configuration pieces (tftp statements, telephony service phone load
commands, etc) then the system is self sufficient.

In my case there are no files on the flash (the router is shipped with SRST bundled) for ip phones even though when I issue the "tftp-server flash:", it is working and phones get registered with cme.
