[cisco-voip] ipcc express queueing question

Actually I am trying to do this with an application of my own today and it
only seems to work like a consult transfer internally.. when I send it
outside the system it completes as soon as it gets ring back it seems rather
than when someone answers. From the CallManager/IPCC perspective, can it not
distinguish between ring out and connected on the PSTN?
