[cisco-voip] AC - failure to make new call

It's a bug..... I have the same problem with two receptionist... if
one fails  to pick up and the other does then they get the same
message.  I think I contacted TAC and they told me it was a bug.  We
have just delt with it..... and are getting ready to get rid of it in
favor of Arc Console.
