Call throttling can 'limit' or 'throttle' the amount of calls it
processes at a given time. Usually this is to prevent an overload of the
system that is doing the call processing.
In the Error log you can see something like Code Yellow Entry Latency
etc.
You can increase the Code Yellow Entry Latency Service parameter to 60.
Look at this bug: CSCsc65526.

Code Yellow Entry Latency :
This parameter defines the maximum allowable delay, in milliseconds, to
handle the message (SDL signal). If the average expected delay is more
than the value that is specified in this service parameter, Cisco
CallManager enters a Code Yellow state to initiate call throttling, and
stops accepting further calls. If call throttling occurs unexpectedly,
increase this value in steps of 20ms at a time. Use this parameter in
combination with the Code Yellow Exit Latency Calculation parameter.
This is a required field.
Default: 20.
Unit: msec.
Minimum: 5.
Maximum: 500.
