[cisco-voip] VG224 port has modem goes offhook get fast busy afterfirst digit

Turns out the SCCP port was unregistered in CCMAdmin, instead of
"service stcapp", I had a typo,  -jason

I have a USR 33.3 (configured for 14.4) modem on a VG224/SCCP dialing a
internal extension, the CSS is correct, after first digit I hear fast
busy;
