[cisco-voip] Voice Mail Pilot CSS and MWI

Yeqa, the MWI CSS does not include the ToD partition, because the ToD
partition is for the same DN but assigned to a CTI Port that fwd's all
calls to VM. It is a school so the class room phone DNs fwd straight
to VM during the day. The ToD partition is only active during school
hours, then out of school hours it is not active so the call goes to
the DN in the phone partition.

It was strange, maybe setting that CSS reset something.
