[cisco-voip] Assign an FXO Port to only one user

hi all
i need any other technique to assign an FXO port to particular user whithout make the legacy configuration on the call manager ( Route pattern , Partining , CCS ) for this USER ONLY to make him able to pick his line. i tried to match the pots dial -peer using answer anddress but this will not work for sure because the dial peer matching is based on the translation then destination pattern then  the incomming called number then answer address in the end.so any suggestions for this case..maybe comlex transalation are in need ?????
