[cisco-voip] Upgrading IPVC/MCU to 5.1.0.24 caused failure to register

successfully recovered it using UploadUtility 1.3.6.

I've successfully upgrade the MCU to 5.1.0.24 and EMP to 5.1.0.27 and all is
working fine.
