I think you'll want to wait until any dependancies are loaded before loading 
a subsequent server/service. For example, make sure all your MTA agents on 
exchange are running before restarting Unity.

That being said, I would further detail the reboot sequence as follows:

publisher, tftp server, subs, ipccx, domain controllers, partner exchange, 
non-partner exchange, unity.
