[cisco-voip] MeetMe

the MeetMe conference has to be started from an IP phone.

IE>  IP Phone --> press Meetme and then 4099

then outside callers dial XXX-XXX-4099 (so long as this is a DID) and then
everyone is conference together.

if ouside caller dials first then they get that error message.
