[cisco-voip] getting a spanlink voice monitor error on CRS server

my cpu on the CRS server is a  100%.  Its this high all the time.  after looking around i found the below in the event viewer
 
FATAL FCVMS112 splk_pcap_open_live() failed. errorBuf = Error
opening adapter: Access is denied.
 
this server was configured for server base monitoring and then we decided to user desktop base monitoring. i disable the second nic and desktop monitoring is working fine.  Is there something i missed.  Do i need to remove something in the registry or something.
