[cisco-voip] IPCC Extension

Yes.. I did a rebuild... I am new to this company.. but in the past all
administration of these systems has been handled by the contractor who
installed the system about 6 months ago. Somewhere between the
contractor and the IT Department, no one had done a backup. WE had a
UPS Failure last week which corrupted the FileSystem on the
Publisher...and yes.. they are all backed up now. :)

feature and fields are always there in cm. it is only exposed/displayed
when the parameter is set T in processconfig table.
ipccx install should update param to T.
Or, if Brandon were doing a rebuild, then the DRS restore would have
restored the value from his previous system.
thus my curiosity of how he got into this state.
