[cisco-voip] MGCP ports Unregistered and TomCat problems

Hi,
I was changing AAR CSS configuration and Location inside each MGCP endpoint of my 3 MGCP gateways. After that they became unregistered.
Is this normal?
To get them up again I tried to restart gateways from CCM web. It was not enough.
Should it be enough?
They became up again after executing the (no mgcp/mgcp)commands in each gateway console.
During all this time, I was having lots of problems with Tomcat. error 500 and some others. It was very dificult to try any query or try to configure anything.
When all endpoint were up again, we restarted Tomcat services from the SSH. It was not possible to restart it from the Serviceability Web. After this, all endpoint of one of my three gateways became unregistered again and (no mgcp/mgcp) was needed again.
Can this be a problem related to Tomcat? How can we solve our Tomcat problems? We have Tomcat problems too often.
Why our endpoint didn't become registered before entering no mgcp/ mgcp commands?
