[cisco-voip] FXS not registering

I have a 3845 with FXS ports.  I configure the FXS port and it does NOT
register.  What did I do wrong.  one's registered and one is not.  I don't
what to bounce MGCP as I don't want to loose the PRI's also on this GW.

Any ideas?
