[cisco-voip] CER Default ERL

I had a customer replace a switch and never
reconfigured the switchports in CER so all those
ports/phones ended up in the "default" ERL luckily
they realized a few weeks later before it became an
issue. I think using the security desk DID for this
ERL is an excelent idea.
