There is a separate CSS setting called "Subscribe CSS" for the device.
Have you configured this field?

I upgraded to 8.3 firmware and still didn't work and now paging is
screwed up..... I'm down grading to 8.2 to get the paging working again.

Basically the BLFs are controlled by subscribe Calling Search Spaces.
The DN you want to monitor has to be in the Subscribe CSS of the phone
which has the blf. IF (big if) you are using Extension Mobility, the
Subscribe CSS used is actually controlled by the logged in user, so you
need to check the subscribe CSS of the user.
