[cisco-voip] CCM 5.1(2) Bulk Administration problems - EM fails to hook up on Device profiles

I had the same problem in 5.1.1b. I created dummy phones for all the EM
users using BAT to get the service configured correctly. I then used the
'Based on devices controlled by users' in BAT to create device profiles for
these users.
The downside to this is that there's no way to limit the scope of the 'Based
on devices controlled by users' job so it will create a device profile for
any existing phone that's associated with a user.
