[cisco-voip] Resource unavailable, unspecified

Looks like your PBX is configured for overlap signaling but the  
source is configured for enbloc signaling.  You will need to  
configure the source (CCM, GW) for overlap sending.  Search CCO for  
"configure overlap sending" for examples of how to configure the  
equipment you have.
