[cisco-voip] Publisher showing up as "Secondary" on phones?

So I'm in the middle of an upgrade (publisher moved to 4.2(3) to 6.0.1a)
with the publisher being the only server up at the moment.  Now all of
the sudden any phone we reboot cannot "see" the publisher.  The phone's
IP address shows up in CUCM, I can navigate to the phone's IP Web
interface, I can even do a corporate directory lookup on the phone
itself, but the phone will NOT register with CUCM.  If I do a
123456789*0# reboot I see the TFTP copy successfully.

 

When I navigate to the phone web page it shows :

CallManager 1           10.20.3.10 Standby 

CallManager 2           10.20.7.11

10.20.3.10 is the only device up right now, 10.20.7.11 is in the
publisher as a subscriber, but not even pingable.

 

The only changes I've made since it was working was to get AD
integration up and I made a couple of Physical location additions (there
were none before, but I didn't apply them to anything yet).

 

Any ideas what could be causing this, or what diags I can look through
to find out where the breakdown is?
