Try adding the following command is on your Voice Gateway global config.
ccm-manager music-on-hold

You need an inbound dial-peer something like this at least:
dial-peer voice 1 voio
incoming called-number .
codec g711ulaw
no vad

Hi James,
I've been trying to correct the codec associated with the voip dial
peer but no success yet. Attached is my configuration (confidential
information changed but syntax is correct). Could you please point for
me where I may have gone wrong or omitted?
