[cisco-voip] Transcoding to CRS 3.52

I do have a TAC case open with traces submitted so I am waiting for
feedback on that.   I figured I would check here to make sure it was set
up correctly.

That looks correct.  You'll need to look at the CCM traces to make sure
it's trying to invoke the transcoder and to see why it is failing.
