If you're specifically just looking for just up/down notifications for
servers/hosts, we use an app called WhatsUp that does this pretty well
and can also do some snmp stuff as well. I realize you're asking about
a service though so may not fit the bill. Combined with rtmt you can
get some decent alerting.
