[cisco-voip] phone at analogue port: no busy signal

Scenario:
- VoiceGateway 2821 having FXS voice interface 
- Phone at analogue port
- settings:
voice-port 2/0/3
 cptone DE
 timeouts interdigit 3
 timeouts call-disconnect 1
 impedance 600c
 caller-id enable type 1

dial-peer voice 103 pots
 tone ringback alert-no-PI
 description Dect phone 212
 answer-address 93382212
 destination-pattern 93382212
 progress_ind setup enable 3
 port 2/0/3
!
sip-ua

Call from phone (93382212) at analogue port to an external busy device:
busy tone can be heard at analogue phone after setting that:
     voice call send-alert 
     voice call convert-discpi-to-prog 
     voice call carrier capacity active 
     voice rtp send-recv 

External call to phone at analogue port being busy:
External caller gets no busy signal.

Any idea what settings are necessary that external party gets busy signal ?
