I am seeing the same error and IPMA SysUser is a member of the
"Standard CTI Enabled Users" and "Standard CTI Allow Control of All
Devices" groups".

Look for an application/end user called IPMASysUser. This user needs to
be a member of the "Standard CTI Enabled Users" and "Standard CTI Allow
Control of All Devices" groups.
