Have you set the IPMA service parameters correctly? If you aren't
using IPMA then I'd recommend deactivating the service.

Look for an application/end user called IPMASysUser. This user needs
to be a member of the "Standard CTI Enabled Users" and "Standard CTI
Allow Control of All Devices" groups.
