[cisco-voip] Unity 5.0(1.0) Manual Failover Question

I have a client who is running Unity 5.0 in a failover configuration
with manual failover enabled. When i log into the server i see that
the main unity AV services are not running.

Does anyone know if unity should be running on the failover server
when in manaul failover mode?

I know those services are running on a unity failover box running
automatic failover.
