CSCsl35182 gives a bit of a clue as to where the feature went in.

Do you by any chance have a setting called ehook?
This bug shows fixed in 4.1(3)ES129.

Let me find a 4.1 server to check on.  I'd hope that any server where  
you could add a 7965 phone would have the option.
